I'm in the same situation so i emailed customer support. It seems you can use ANY plan with no data and still get the iphone for $199 or $299. Here is the response i got:

In your recent email, you were inquiring as to whether or not the Data
Plan for the iPhone is optional and if the price of the iPhone will
change depending on the plan.
In regards to the Data Plans, it is optional, the device can be used
with voice only, please be advised that you will incur pay per use
charges of 5¢/KB for data sent and/or received over the Rogers network.
The price of the phone will not change based on the type of plan that
you choose.
We hope we have been able to answer the inquiry to your satisfaction.
Please do not hesitate to contact us again if you have any further
questions or comments, or you can call us at our Customer Care
